City planning staff told the joint workshop that a recent enforcement review found about 80 parking pads in Central Franklin, 42 that predate the 2007 prohibition and about 38 installed after 2007 in apparent violation of the ordinance. The discovery followed a denied building permit and a variance application which the Board of Zoning Appeals rejected.
