Officials opened a separate public hearing on the proposed equipment replacement (cumulative) fund and explained that the fund requires its own vote and is subject to a remonstrance petition process. The adviser said the fund carries a statutory cap on the cents-per-year levy and that it "can trigger a hearing by the Department of Local Government Finance to determine for sure whether or not the unit can be allowed to put that fund in place" if enough remonstrances are filed.
