At multiple points in the meeting commissioners acknowledged shortcomings in how rate maps and tables were released and how that information reached residents. Commissioner Tolbert apologized for assuming residents had the same background information as staff and said the shock over the published parcel maps was understandable. He and other commissioners urged improved outreach and formation of a task force with diverse membership.
