Middlebury RDC debates whether speakers must identify town residency during public comment

Commissioners debated changing Rule 4 from requiring speakers to identify whether they are Middlebury residents to allowing them to do so voluntarily. Legal counsel said the commission does not have to hold public comment unless a public hearing is required; commissioners agreed to leave the rule as-is for now but consider whether the town council wants to make a similar change.

The Middlebury Redevelopment Commission spent the longest portion of its July 23 meeting discussing whether to amend Rule 4 of its public-comment procedures so that attendees 'may' rather than 'must' state whether they are residents of the town.
