A county official explained the county has operated a commissary account for more than 25 years that collected funds without a formal appropriation line controlled by the council. Following auditor guidance and recent legislative scrutiny of commissary accounts elsewhere, commissioners drafted an ordinance clarifying oversight and requested the council appropriate funds into a spending account to be managed under the new ordinance.
