Planning staff recommended extending the T‑district moratorium that currently expires Nov. 13 to allow time to convert conditional uses to special permits and to develop safety and siting rules for battery energy storage systems (BESS).

Corporation counsel and staff told the board the current T‑district moratorium on battery energy storage systems expires Nov. 13 and that an extension would allow staff to finish public outreach and draft regulations. "It will be necessary for the board to extend the moratorium in the T District because it currently expires on November 13," counsel (speaker 10) said, and staff proposed extending into March to enable a public‑hearing schedule.
