Commissioners debated two approaches to when Planned Unit Development (PUD) review should be required: Option A, which would trigger PUD review only when multiple criteria (including the presence of a mapped natural resource overlay) are met, and Option B, which would require PUD review for major subdivisions in specified zoning districts. Staff recommended Option B as the clearer, district‑based standard.
