Jason Tashay said vendor lock is a structural barrier to improving court operations and delivering technology that helps litigants. He described a primary vendor that, he said, "claims to control the courts that cover up to 55 of The US population," with a product he called noninteroperable and an API that is badly documented and unstable. That provider’s dominance, Tashay argued, creates network effects that raise costs and hinder migration to better systems.
