Assembly rejects temporary cap on senior nonrepresented step increases

Jul 6, 2026

A proposed resolution to limit grade D and E nonrepresented employees to a single merit step (instead of up to two) through July 6, 2028 was debated; HR said the step cap would save about $115,000 in base wages over two years, but the assembly voted the measure down 1–6 citing morale and recruitment concerns.

The full story

The assembly considered Resolution 31‑92, which would have limited grade D and E (director/deputy director levels) nonrepresented employees to a single merit step rather than allowing an optional second step, for a defined two‑year period. Human Resources staff explained the change would preserve the first earned step while withholding the discretionary second step and projected base‑wage savings of roughly $115,000 over two years.
