Community members and technical experts told council the CEI Hub presents an acute public‑safety and environmental risk that warrants earlier action than the 2036 target. Jose Jorgensen, co‑chair of the Portland Sustainability and Climate Commission, cited staff estimates that the Hub currently holds about 350 million gallons across 11 terminals and said the ordinance would reduce that to roughly 280 million gallons by 2036.
