Staff summarized a settlement agreement that requires the developer of Project Cardinal to file a major PUD amendment to change the approved phasing plan. "There was a settlement agreement with the city and the developer ... that it was required that the developer come in for a major PUD amendment to change the phasing plan that was previously approved by the city," staff said.
