At the Oct. 23 meeting, board members pressed staff on whether the URA should spend existing capacity on visible downtown projects or pay down debt more quickly to return tax dollars to the city sooner. Joe O'Neill, the agency finance director, framed the trade-off and recommended using the remaining capacity for projects that deliver community value.
