BZA defines 'site' for sign limits as 'building project,' easing sign-count interpretation for large developments

Sep 22, 2026

The Garrett Board of Zoning Appeals voted to define a 'site' as a 'building project' for the sign-count rule, a change meant to clarify when multi-building developments (including a nearby Walmart expansion) will need variances for multiple signs.

The full story

A board member raised a question about how the ordinance counts signs for very large developments after a Walmart signage contractor asked whether a "site" is the entire parcel or each building. The BZA debated whether the term should be interpreted per building or per overall parcel and ultimately moved to define a site as a "building project."
