Commissioners urge master plan for upper campus as multiple projects advance
Facilities director outlined multiple projects at the county’s upper campus and fairgrounds and recommended developing an 85% master plan to coordinate future building siting, access, and utilities rather than proceeding piecemeal.

Dan Kendall told the board several county projects are progressing — adult probation electrical roughed in, windows pending delivery, greenhouse water line installed, and road and bridge work improving drainage near the YDC building (SEG 165–176, 174–181). He said Booth Architecture has been on site and is already assessing potential barn projects at the fairgrounds in Downey and that a coordinated master plan would prevent inefficient building placement.
