Planning & Zoning Administrator Cherri Klinginsmith told the board that two neighbors in a floodplain along Turkey Creek reported reciprocal actions that they say contributed to flooding—one landowner built a berm and the other disked ditches to return cropland to normal use. Klinginsmith asked whether the county should request an independent engineering hydrology study and who would bear the cost.
