The Bledsoe County Board discussed and agreed to authorize steps for the Bledsoe County Youth Angler Association to form a limited liability company so the group can contract with venues, secure hold-harmless agreements and reduce school-system liability. The board attorney said volunteers, boat captains and equipment providers involved in the program are neither employees nor independent contractors of the district, creating legal exposure unless the association is formalized.
