Human Resources staff reported that the county made an offer to its top candidate for a Highway Maintenance position but the candidate declined the offer this morning because of external factors, including residence near Brandon, S.D., and pending assessment issues. HR said it will extend an offer to the second-ranked candidate, whom staff described as "very strong."
