Council adopts code changes to implement state conversion law (House Bill 1757)

Council adopted amendments to Titles 12 and 17 to comply with House Bill 1757, creating a new conversion chapter, specifying eligibility criteria (3-year certificate of occupancy, zone eligibility, building envelope limits), energy-code triggers and density limits (50% increase above underlying density), and clarifying transportation-concurrency exemptions per state law.

Planning Manager Ryan Harriman and a team of Western Washington University student interns presented the proposed amendments to implement House Bill 1757, which requires jurisdictions to allow conversions and additional units within existing buildings under specified conditions.
