At the start and throughout the Sept. 17 special magistrate hearing, Magistrate Joe Mawhinney explained procedural rules for how the court handles consent-agenda cases, certification of fines and reduction requests. He told attendees that consent-agenda cases see only certification of accrued fines because initial findings of violation were decided previously, and that assessed city costs are payable within 30 days unless he indicates otherwise.
