Oracle executive to PTAC: translate financial risk into funded operations and closed-loop workflows

Dr. Reena Ducasia, a physician executive at Oracle, urged PTAC to demand operational capability as a precondition for successful value-based payment. "If an organization is accountable for the patient across 365 days then we must have the information, the responsibility, and the measurement have to work across those same 365 days," she said, arguing that financial accountability without funded operational capacity becomes "unfunded responsibility."
