Board members told the applicant they must file a signed owner's proxy for the owner named Naftali with the building department before the board can act on building-department approvals. Board counsel also put the applicant on notice about timing rules: if the applicant fails to provide a complete map and the hearing is closed, a statutory or procedural rule could cause the variance to be deemed granted after 62 days unless time is waived.
