Council amends development-code timelines to change when application expiration clock begins

Council amended the Unified Development Code to start the 180-day expiration clock at the date a completeness review is issued, require applicant responses or extension requests within 90 days of comment, and allow the planning director a single 180-day extension for zoning-change applications.
