Staff told the Committee that RFP 2026-01 (Water System Modernization and Raw Water Intake Improvements) had been posted on OregonBuys in a way that allowed firms to view the solicitation but restricted proposal submissions to invited bidders. The Committee supported reposting the RFP as an open opportunity and directing firms that responded to the original posting to the corrected posting to ensure equal access.
