A council member moved and the council approved an agreement with Maddox/Mannix Smith Group to produce up to three conceptual land-use designs, a traffic circulation plan and utility capacity analysis for areas identified in the city's master planning work. The contract was presented as a planning-stage, not a commitment to build, with a 'not to exceed' price of $145,600.
