Harmony seeks bilingual-program exceptions at multiple campuses citing dispersed language populations

The ESL director told trustees state rules require a campus to offer bilingual programming when 20 or more students in the same grade speak the same language, but Harmony's geographically dispersed enrollment sometimes makes on-site bilingual programs impractical. "In Texas if you have 20 or more students speaking the same language in the same grade level in the district then you are supposed to offer a bilingual program," the presenter said, adding the district applied for nine exceptions in Central Texas this year.
