Staff explains how conversion rules change density limits; example shows conversions can raise unit counts
May 28, 2026
Staff told the commission the draft clarifies conversion density limits and provided examples showing how conversions can exceed an underlying zone's maximum by 50% (allowing, in staff examples, up to nine units in certain cases); building-safety requirements remain for higher-unit counts.

"So right now, a single family resident can convert into a fourplex and still be considered single family," he said, and then demonstrated the arithmetic that under the proposed allowance conversions "can exceed [underlying density] by going up to a 150%." In one staff example Smith explained how a six-unit baseline plus a 50% conversion allowance "6 plus 3 is 9."
