Council debates using TIP/economic-development funds for operating costs

Baylor told the council that using TIP/MFP economic-development dollars to cover operating expenses simply delays necessary structural fixes. "I would not use tip money in terms of transfers to cover costs," he said, adding that doing so "kicks the can down the road."
