Planning Director Kip Jones and Building Commission Chair Richard Gerken presented Ordinance 15, proposing that Clay County adopt the 2018 International Residential, plumbing, mechanical and existing building code (IEBC) while excluding the 2018 energy code and several other chapters. Jones said the county is currently on the 2012 codes and that staff used neighboring jurisdictions (Kearney, Smithville, Excelsior) as a base; the building commission met seven times and adopted roughly 70% of Kansas City Home Builders Association recommendations.
