The Kent County Board of Commissioners approved resolution 103, adopting the FY2027 unmet‑needs funding allocations after staff described the application and RFP process. County staff said the funds have historically prioritized food and housing services and are intended for services and programming rather than brick‑and‑mortar projects. "There are some determinations that have been made so that there's no brick and mortar, for example," a county staff member said when describing recent allocation rules.
