The council opened a public hearing for an application to the Indiana Office of Community & Rural Affairs for the block grant drinking-water program. Staff (speaker 9) told the council the proposal will go in on Oct. 24, the full application is due Dec. 20, and award announcements are expected in February; the council then voted to proceed with preparing the application and follow the SRF (grant/loan) funding pathway.
