The Dalhart City Council adopted a Business Retention and Expansion (BRE) program intended to support existing businesses through proactive outreach, confidential site visits and referrals to resources and workforce programs. EDC staff described the program as tiered—tier 1 for businesses needing critical help and higher tiers for planning growth and expansion.
