Attachment H of the draft small MS4 permit implements statewide trash provisions: Track 1 requires full capture systems, Track 2 allows institutional controls; devices must capture particles >5 mm; interim milestones proposed (30% by Dec. 27, 2027; 65% by Dec. 2028; final compliance Dec. 2030) and permittees may request alternate milestones.

The draft permit incorporates statewide trash provisions and requires permittees to prepare a trash implementation inventory and map of priority land use areas. Track 1 permittees are expected to install full capture systems (or certified multi‑benefit systems) across priority areas; Track 2 permittees may use a mix of devices and institutional controls (street sweeping, increased pickup, signage) provided they demonstrate equivalency through trash generation assessments.
