A commissioner proposed instituting a one-year moratorium on data-center development until staff completes and the board considers a white paper on impacts such as water, electricity and siting. The proponent said there were no pending data-center applications in the county and that a moratorium would allow staff and the public to vet concerns before special-use permit cases appeared.
