A member of the public asked whether the draft tree-protection rules would apply to previously approved PUDs and whether developers must protect buffer-zone trees during construction; staff said approved PUDs that lock in standards remain governed by their approved language but that new site plans must meet current code.

Paul Saunders, an Ocala landowner, spoke during public comment to ask whether the draft tree-protection rules would apply to previously approved planned unit developments and whether protection zones adjacent to his property would be respected when development starts. Saunders said he understood the new code may be silent on some PUDs and asked whether excavation or material storage during construction would be required to respect an existing tree protection zone.
