Keith Fair, who identified development experience with the Sage Group, addressed the board in support of a proposed 4 Springs senior housing project: a 108‑unit, 100% affordable development with one- and two‑bedroom units targeting 30–60% of area median income. Fair asked the board to sign a letter of local support so the applicant could finalize a funding application to the Florida Housing Finance Corporation by Sept. 25.
