Jim Cohart, speaking for Marion County staff, raised concerns about a proposed change that reintroduced a cap in the tree-replacement standard: “in no case shall tree replacement inch count exceed a 100 inches per acre.” Commissioners discussed whether that wording restored prior code or reduced protections; after debate, they approved clarifying edits to preserved-tree replacement drafting and the grade-quality standard for preserved trees (moving the accepted grade to Florida Number 2 for small preserved trees under 10 inches in diameter).
