Contractors working on the courthouse HVAC and lighting upgrade told the Board that previously overlooked cloth‑jacket electrical wiring remains in the building and, in some cases, lacked demonstrable continuity of the safety ground. Millig representatives said the issue was discovered when new light fixtures were connected and inspectors required proof of a continuous ground; where continuity could not be established, new conduits and circuits were necessary.
