One subgroup discussed alternatives to continuing employer-paid retiree health coverage, including health-care savings plans and a retiree medical trust model (a defined-contribution account to be governed by a board and adjusted annually). A participant described an example from Duluth where a long-time employee's health-savings balance had grown with employer contributions and vesting, illustrating how front-end accumulation could narrow retiree coverage gaps.
