During public comment on item 4.2 a member of the public asked whether recently identified revenues — special education entitlement funds and a learning recovery emergency grant — were part of the adopted budget or added under the 45-day provision. She asked, “were [they] already included in the budget or added in the 45 day provision,” seeking clarity on how the district accounted for these grants.
