The Battle Ground Town Council voted to select Bowen Engineering as the developer for the Gateway Regional Sewer build‑operate‑transfer (BOT) project after a public hearing and scoring‑committee review. The committee told the council that three firms were qualified, two were interviewed in person, and Bowen was recommended following the scoring and interviews. "The committee recommends that Bowen Engineering be selected as the developer for the gateway regional sewer build and operate transfer program," the committee representative said during the hearing.
