The council approved a predevelopment agreement with a private developer (discussed in meeting as Derek, owner of the Away to Sober Living/former Lakeview Ranch property) to require a $5,000 escrow account to cover city‑incurred professional costs associated with initial development review. The agreement is backdated to Oct. 1 to cover costs the city has already incurred, and staff said the escrow will be held as a liability account and bills for engineering, legal, recording and similar professional services would be charged to it; staff time is not charged to the escrow.
