Planner Zach told the commission that most of the changes in the revised proposed final order were textual clarifications and that the main substantive adjustments removed repeated conditions about upgrading Crown Terrace Road. He said those historic improvements existed and he did not want to overburden the applicant with reengineering work already done for adjacent subdivisions.
