Council deadlocks on five-year PeopleService contract with GIS mapping

The City of Richmond discussed a proposed five-year renewal of its wastewater operator contract with PeopleService that would add GIS 'diamond mapping' to the scope. Greg Stang of PeopleService was present to answer council questions; Councilor Tim Paczkowski urged approving the contract promptly so mapping can be completed before fall, while Councilor Pat Evens said the council should wait because an operator retirement and staffing changes are possible.
