Commissioners press for recidivism and outcomes data for Spectrum placements

During the committee discussion, Commissioner Killeen asked whether the department tracks outcomes that would show whether youth placed in secure residential care are more successful than those who remain in the JDF. He specifically requested recidivism data to assess long‑term effectiveness.
