The committee added detailed reporting requirements for juvenile services, including year-over-year totals for tether use, violations, transports to hospitals and associated costs and insurance types, to be submitted by December 1.

The committee directed the Department of Juvenile Youth and Services to provide a detailed year-over-year report covering the last four fiscal years on tether usage and related outcomes as part of the budget language instructions. The requested items include counts of juveniles on tethers, who assigned them, tether violations and re-tethers, removals from tether and placements into custody, and the number of juveniles tethered with mental health needs.
