John Israel told the commission that the Multi-State Information Sharing and Analysis Center (MS-ISAC) moved from a federally funded model to membership fees this year. Under the entity-specific model he said the bands were based on non-capital budgets and ranged "anywhere from $1,995 per entity to nearly 17,000 per entity in a year" before recent federal funding decisions increased costs. He said the whole-of-state model would have cost Minnesota about $795,000 per year; a state-only model covering state branches (excluding higher education) is $190,000 per year.
