City staff proposed shrinking the 2027 capital-improvement program from about $17.4M in 2026 to $10M in 2027, citing the Silverhorn Deep Well work moving to 2026 and the West Sequim Bay sewer lift-station project being deferred to 2028 for further scoping.

The city manager's proposed 2027 CIP is approximately $10 million, down from $17.4 million in 2026, Finance Director Sue Haehner said. She attributed the decline primarily to the timing of two large projects: the Silverhorn Deep Well, whose substantial work is expected in 2026, and the West Sequim Bay sewer lift-station project, which staff have moved to 2028 while they further scope needs and define project requirements.
