Consultant outlines boundary study, three strategy 'buckets' and public-input schedule

RSP consultant Rob Schwartz told the Iowa City board the boundary study will use local and proprietary datasets to model enrollment, examine facilities/programming/staffing trade-offs and deliver recommendations following committee meetings and three public-input sessions in the coming weeks.

Rob Schwartz, CEO of RSP, presented the firm’s approach to the district’s boundary and enrollment study: data-driven forecasts using county, city, census and proprietary datasets, cohort-progression analysis and residential-development inputs to test scenarios across buildings and grade bands. "The 1st thing is gonna be data is our foundation. So we wanna be data informed, not data led," Schwartz said, adding that the analysis will compare solutions using consistent boundary criteria and guideposts.
