City staff: pause in 'Project Turtle' was company decision, not city failure
During the Sept. 8 workshop residents pressed the council about failed economic development deals (Project Bluebeam and Project Turtle). City staff said discussions and negotiations occurred but the company ultimately withdrew interest temporarily and is not currently pursuing city incentives.
