Theresa Sumrall, a Gainesville resident who said she moved to the city in 2003, told the commission that the city's RTS public-transit network has declined and that recent service changes make routine trips long and unpredictable. "RTS is an essential service for this community," Sumrall said, recounting a trip to urgent care that used to take 40 minutes by bus but took two hours the day before she spoke.
